reportedly finding it cheaper to dump them in landfills. but not at this center in elk ridge. >> we have long-term contracts with all our suppliers. and we've moved all our material even through the time when it was hard to move. >> reporter: for years we've heard recycling makes sense. and it's also made some decent dollars for the city in recent years. but not this year. >> before the market dropped, baltimore made about 300,000 in revenue. right now we're not making anything but our processor, who is waste management recycle america, they are still taking the material for us, which is a great thing. >> reporter: even if the city doesn't make a dime on its recyclables, it's still saving the taxpayers' money. otherwise it would be paying more than $30 per ton to burn the trash. even in a depressed market, waste management sorts the trash, compaqs it into bundles, and loads it on to tractor riggs. it will be ship aid broad to china and south america, or sold on the home front, even

though the prices for the material can fluctuate. >> right now they're kind of low. but it is profitable. there is a demand for the material. >> reporter: by cutting the regular trash service, recycling is also helping the city to cut its budget, whether residents want to go green or not. jeff hager, abc 2 news. >> is the city's contract with waste management allows it to make money on its recyclables when the prices are high, but kit not lose money on them when the prices drop. and now for a look at tonight's top stories. two baltimore city police officers recover from this weekend's shoot-out, we're learn mortgage about the suspect. she 34-year-old shawn sinclair. he has three felony convictions, an assault conviction and a handgun violation. police say saturday sinclair walked up to a police car and started shooting with officers inside. he was also shot, and is at shock trauma tonight recovering. baltimore police are still searching for the person who

shot two 16-year-olds last night, killing one of them. this happened just after 9:30 at the corner of east madison street. police say the teens were standing on the corner and someone came up and started shooting. one of the teens died at the scene. the other is recovering at a local hospital. police say they have no motive for the attack. the parents of a soldier captured in afghanistan say their focus is on seeing their son come home safely to idaho. a state read by the blaine county sheriff says private first class bobergdahl's family has been overwhelmed by the support they have received. new at 5:30, today president barack obama made one of his most urgent pleas to date for congress to pass health care reform legislation. kelly joins us now with details. >> reporter: terry, it seems the president's plan has lost some momentum on capitol hill. a new poll shows enthusiasm for

the president and his programs has cooled. speaking at the children's national medical center today, the president said he wants health care reformed, and he wants it now. >> so the need for reform is urgent, and it is indisputable. >> but a new abc news "washington post" poll reveals that barack obama's support among americans appears to be slipping. his overall approval ration are down to 59%, the 10--point drop from earlier this spring. on health care his approval has tumbled to 49%. >> barack obama experiment with america is a risk our country can't afford. >> reporter: today the chairman of the republican party called the obama plan to overhaul the health care system socialism, claiming it will hurt the economy and force millions to drop their current coverage. >> obama, pelosi wants to start building a colossal closed health care system where washington decides.

republicans want and support an open health care system where patients and doctors make the decisions. >> reporter: legislation taking shape in the house envisions private insurance companies selling coverage in competition with the government. even so, many republicans accuse the president of trying to create a single payer system, and see the showdown as a major opportunity. >> if we're able to stop obama on this, it will be his waterloo. it will break him. >> this isn't about me. this isn't about politics. this is about a health care system that is breaking america's families. breaking america's businesses, and breaking america's economy. >> the president will make another pitch for his health care plan at a prime time news conference wednesday, and at a town hall meeting in ohio on thursday. kelly swoope, abc 2 news. in other news now, michael vick is a free man once again. today he completed his 23-month federal dogfighting sentence.

the town council will discuss the ordinance at a meeting tonight. in maryland, motorcyclists, and bikists under 16 must wear helmets on public properties. but the law doesn't require helmets for people riding scooters. officials say they're seeing more scooter accidents than in recent memory. now to dewey beach, delaware where lifeguards can now write tickets for drinking alcohol or littering on the beach. they are both considered civil offense, not criminal, but they're not cheap. fines are $200 or more plus court fees. so far this summer lifeguards have issued 19 tickets. well, the bay has a very special guest this summer. the national aquarium's marine animal rescue team is confirming a manatee sighting in harford county. here is the proof. these pictures were taken in havre de grace by police officer marcus rodriguez. the aquarium and the coast guard will be keeping a close eye on the animal to be sure it's safe. the u.s. geological survey in florida identified the animal

neil armstrong, buzz aldrin and michael collins, the astronauts of apollo 11, reached out and touched the moon. today they're in washington, d.c. to celebrate that anniversary. abc's ned potter reports that 40 years have not dimmed their vision of the future. >> reporter: they have aged gracefully. today the three men of apollo 11, all in their late 70s, were at the white house, mostly trying to talk about future space exploration, but still admired by those who remember the history they made. >> touchstone for excellence is in exploration and discovery. it's always going to be represented by the men of apollo 11. >> reporter: the video from apollo 11 has been digitally improved, but it still looks ghostly. one has to remind one's self that 40 years ago it came live from the moon.

powerful doppler radar. >> sounds like a good poll question. do we go back to moon or to the mars? >> we got to go to the moon first so we can go mars, because that will give you a dropping off point. to take and lift everything to the moon, that's the problem right there. once you're out of the earth's gravity, then it's a piece of cake. right. >> it looked like we might get some rain today. but it didn't happen. >> you just wait. here in the baltimore area, we've got some showers moving in a little later on. we've got storms showing up on radar to the south and west of us, and we'll see some showers later on. again, not everybody is going to see them. they're going to be very spotty around the region. that's basically the way it's going to be going this week. take a look outside right now. in downtown, kind of a -- well, yeah, it looks like it's going to do something. our temperature remains at 81 degrees. 44% humidity. wind from the east at 9. pressure falling 30.09. the tides tomorrow, five 32:00 in the morning. low tide 1:07 in the afternoon. winds continue from northeast at 6 to 12.

and that northeast, that's a clue as to what is causing all this. take a look at our temperatures around the area right now. 79 in york. same in hagerstown. 81 in downtown and easton. 76 in dover, delaware. take a look the atlantic. not much happening. normally, we've been having some tropical depressions or storms, but nothing is going on out there. we continue to watch the atlantic for any development of tropical storm activity. but nothing happening. what we are seeing across our region is some shower activity scooting along the coast, and also here in the baltimore area some showers and thunderstorms breaking out. down to the south, there it is right there. most of the shower activity down to the south and the west of us right now. but as we go through the evening hours, some of the storms, even though they're going to be moving just west of us, some of them could break out and make into it the baltimore area. maryland's most powerful radar, here is baltimore right there. this is over the past two and a half hours. you can see the showers and storms down near the waldorf area, orb south of waldorf, making their way towards the

north. the majority of the activity is going to be tracking in that direction. but we could see some shower activity in the baltimore region. it's very dry out there. we do need the rainfall badly. in owings mills 77. 77 in hand over in. walkersville at 76. 79 in churchville. rock hall 80 degrees. 81 in stevensville. and down in lovely tillman island, 77 degrees. here your forecast for tonight. the majority of the heavy rain passes to the west of us. we can still see some showers here in the baltimore area through the overnight period. then during the day tomorrow, pretty decent during the day. but then afternoon and evening showers and thunderstorms have developed once again. and the same kind of a situation on wednesday. afternoon showers and thunderstorms because of the heat and humidity. here is your forecast for the overnight period. cloudy, scattered showers and storms. 64 for the overnight low during the day tomorrow. again, it's a cloudy, cooler day. some storms mostly between 4:00 and 8:00 in the evening. high tomorrow 77 degrees. the 77 tomorrow will be followed by 86 on wednesday. again, with a slim chance for a

man. one giant leap for mankind. >> reporter: it's a day shuttle crewmembers are likely to remember. not only because it's the 40th anniversary of the apollo moon walk, because of the unusual problem they spent the day troubleshooting. on sunday, the whc, or waste hygiene compartment as nasa refers to it malfunctioned, leaving the astronauts aboard the speculation with only one working bathroom. the troubled toilet is on the u.s. side of the space station. mission control radioed the bad news. >> and when you get a second, if you could put an out of service note on the whc and advise the crewmembers that station crewmembers will have to use the isu and shuttle crew knowns shuttle until further notice. >> reporter: flight director says they're not sure why the toilet quit working. >> trying to understand what caused this failure signature.
